Secretary of State Rex Tillerson on Monday left the door open for diplomacy with North Korea if the rogue regime would stop test-firing intercontinental ballistic missiles for an "extended period of time".

The new sanctions could deprive North Korea of $1 billion a year to fuel its illicit nuclear and ballistic missile program, by banning all exports of coal, iron, lead and seafood, and capping the number of North Korean laborers allowed to work outside the country.

Tillerson and South Korea's Foreign Minister Kang Kyung-wha said sanctions against North Korea aren't meant to bring the country down, but rather to lead to peaceful denuclearization.

It said the United Nations sanctions would not force the country to negotiate over its nuclear programme or give up its ambitions and warned it would take "action of justice", although it did not elaborate on what that means.
