Defence cooperation, dual-use technology on table at Abe-Modi meeting

In Tokyo, a Japanese foreign ministry official told reporters, "We would like to support "Make in India" as much as possible", referring to Modi's signature policy to lure investors in manufacturing.

But it remains unclear whether Abe and Modi can reach an agreement due to a lingering cautious view within the Indian government about sending foreign and defense ministers overseas at the same time, one of the sources said.

China and Japan are vying with each other for developing bullet trains in India and the region.

Japan Prime Minister Sinzo Abe on Wednesday kicked off his two-day visit to the home state, Gujarat, of his Indian counterpart, Narendra Modi, by holding a grand 8-km roadshow in an open-roof vehicle from the airport to Sabarmati Ashram.

The leaders then headed to the nearby "Agashiye" restaurant for dinner in the old city area.

The three later sat for some time by the serene Sabarmati Riverfront, developed by Modi when he was the chief minister of Gujarat, chatting and laughing. Apart from attending a business plenary, the two leaders will also take a tour of Dandi Kutir in Gandhinagar, which is India's largest museum showcasing the life and teachings of Mahatma Gandhi.

Thereafter, they will hold the 12th Annual Bilateral Summit in Gandhinagar following which a number of agreements are expected to be signed. At the Sabarmati Ashram set up by Mahatma Gandhi, Abe and his wife paid homage to the Father of the Nation.

A powerpoint presentation at Goyal's briefing showed that in 15 countries hat have passenger railway systems these high-speed trains are operational.

"We do not want to transgress propriety by commenting on a state visit but it is rather quixotic that the Prime Minister of a country as important as Japan, who is nearly India s strategic partner in many respects, is strangely not even being hosted in Delhi", he said.

Ties between India and Japan have blossomed as Modi and Abe increasingly see eye-to-eye in countering growing Chinese assertiveness across Asia.

In an era of Asian strategic uncertainties and global power transition, India-Japan defence and security linkages have become particularly significant.

On Day 2, both the state leaders will visit Sabarmati railway station in Ahmedabad where they will lay the foundation stone of Mumbai-Ahmedabad High-Speed Rail Corridor.

Last November, a joint statement was issued after the India-Japan dialogue where the two premiers expressed their strong commitment to work together to enhance connectivity, besides welcoming the progress of the projects to improve road connectivity in northeastern India.
