The massive bill dictating spending for K-12 schools, Medicaid, the University of Wisconsin and the rest of state government must pass both the Senate and Assembly in identical form before it can go to Walker for his signature. Without the backing of at least one of the three holdout senators the budget would not have passed Friday. The budget was supposed to be done by July 1 but GOP infighting over road funding has delayed the process.
Four Democrats and two Republicans broke with the majorities of their parties in the Wisconsin Assembly vote over a $3 billion incentive package for Foxconn Technology Group. The budget would have also allowed votes in November of odd-numbered years.
Democrats are beginning their attack on the budget focusing on a proposal to eliminate the prevailing wage, a move opposed by construction unions.
The Assembly approved the package 59-30 last month but had to take it up again because the Senate adopted changes to it on Tuesday. Alberta Darling (R-River Hills), who co-chairs the budget-writing Joint Finance Committee, and Majority Leader Scott Fitzgerald (R-Juneau) speaking up in defense of the plan.
Chris Kapenga, R-Delafield, Duey Stroebel, R-Saukville, and Steven Nass, R-Whitewater, reached a deal with Walker where the Walker will strike a series of provisions in the bill.
Nass, Stroebel and Kapenga wrote a memo demanding amendments that would prohibit UW from spending $4 million on diversity training for students and faculty; raise the income eligibility for the statewide voucher program to 300 percent of the federal poverty level; repealing the state prevailing wage on January 1; and forbid municipalities from imposing any wheel tax not approved through a referendum. Two GOP Assemblymen voted against the plan. The budget would repeal it on September 1, 2018.
