The agreement was reached on Monday following talks between Bangladeshi Foreign Minister Abul Hassan Mahmood and Myanmarese government official Kyaw Tint Swe in Dhaka.

A New Zealander overseeing United Nations efforts in Myanmar says a critical humanitarian crisis is unfolding.

The UN has "substantial capacity" in Myanmar which can be quickly deployed to northern Rakhine once clearance is granted he added.

India had also called for implementation of the Kofi Annan Commission recommendations as a solution to the crisis.

The team had also urged government investment in Rakhine infrastructure such as roads, electricity, water and internet access.

The home minister said the government would nevertheless cooperate with the United Nations High Commissioner for Refugees (UNHCR) and other relevant global agencies in line with their humanitarian policies to give aid to the ethnic group.

"Many of those arriving in Cox's Bazar are malnourished, over 200,000 urgently need food aid, including 145,000 children, " the IOM said.

Health experts have also voiced alarm that conditions in the grossly deficient camps are ripe for disease outbreaks such as cholera.

Myanmar has closed most access to the area, but a couple of agencies have offices open there and the International Committee of the Red Cross is helping the Myanmar Red Cross to deliver aid.

The OIC had made a stand that the refugees should be allowed to return safely to Myanmar and that Naypyidaw should take concrete measures to handle the deadly conflict which had occurred mainly in the Rakhine province which borders Bangladesh.

Haque further said that Bangladesh has given Myanmar a written proposal on how to take back the Rohingyas and in this regard, a working group consisting of representatives of both countries has been set up.

A previous controlled tour for diplomats scheduled for last week was abruptly canceled.
