Kim, wearing a Western-style grey suit and tie, said in his customary annual address his country had achieved the historic feat of "completing" its nuclear forces and added he has a nuclear button on his desk.

North Korean leader Kim Jong Un said in a New Year's speech on Monday he was "open to dialogue" with Seoul and for athletes from the North to possibly take part in the Winter Games. Analysts say Kim may be trying to drive a wedge between Seoul and its ally Washington in a bid to reduce worldwide isolation and sanctions against North Korea. Relations between the Koreas have plunged as North Korea has expanded its weapons programs amid a hard-line stance by Moon's conservative predecessors. Trump has nicknamed Kim "Little Rocket Man" and referred to his weight, while the North Korean leader has called the US president a "dotard" and warned of the "highest level of hard-line countermeasure in history".

But Park did not refer to Kim's order to mass-produce nuclear warheads and ballistic missiles, as well as speeding up their deployment.

Talks could provide a temporary thaw in strained inter-Korean ties, but conservative critics worry that they may only earn the North time to ideal its nuclear weapons.

The U.S. "should accurately be aware that this is not a threat but a reality".

The Peace House is a building in Panmunjom controlled by South Korea.

The U.S. State Department did not respond to a requests for comment on Kim's New Year's address, but analysts said it was an attempt to weaken the U.S.
