The stated plan would have ended over a decade of uncertainty for most asylum seekers in Israel, as the government has increasingly pressured migrants to leave the country through detention and wage deductions.

Netanyahu had earlier stated that an "unprecedented understanding" with the UNHCR had led to the agreement which would have also allowed for thousands of other African migrants to stay in the Jewish state. The "third safe countries" were not named, but they were known to be Rwanda and Uganda.

More than 39,000 asylum seekers, mainly from Sudan, Ethiopia and Eritrea, now live in Israel. Under the deal, roughly half of the 35,000 migrants living in Israel would be resettled in the West. It also called for dispersing the migrant population throughout the country, and investing and rehabilitating Tel Aviv's impoverished southern neighborhoods.

The previous deportation plan was announced in January.

Easter this year begins on April 1, the date changes annually and always falls on a Sunday between March 22 and April 25.

A temporary order obtained by human rights groups had temporarily blocked the implementation of that plan.

Netanyahu named Germany, Italy and Canada as examples of countries that would accept the migrants, though German and Italian officials said they had no knowledge of any such agreement.

He added that that the government must "proceed to a new roadmap will remove the illegal infiltrators from Israel".
